Circle rates are one of the most misunderstood numbers in an Indian property transaction. Understanding what they are — and are not — prevents a common category of surprise at registration.

Actual circle-rate figures are set and revised by the authorities for each area and are not reproduced here. Confirm current rates from the relevant registration / stamps department before relying on any number.
What a circle rate is
A circle rate (also called a ready-reckoner or guideline rate) is a government-notified minimum value for land or property in a given area, used primarily as a basis for stamp duty and registration charges.
What it is not
It is not the market price. Market value may sit above or, in some areas, below the circle rate. Treating the circle rate as a valuation is a mistake in both directions.
Why it matters to a buyer
- It typically sets the floor for the value on which duty is calculated
- A gap between circle rate and agreed price has tax and documentation implications
- It varies by location, land type and sometimes by road frontage
